Manager Finance and Administration

Reports to: Chief Executive Officer                 

Supervises: Accounts Clerks    

Position Overview

The Manager Finance and Administration is responsible to the Chief Executive Officer for leading the development of computerised and manual accounting systems and procedures for SamoaPost Department to ensure a robust Financial Management system.  In addition s/he is also responsible for the provision of all ancillary business services such as Human Resources Management, Legal, IT Support and Insurance services.

Main Activities

Accounting and Financial Management

  • Overseeing the Financial operations of the company and business units, ensuring sound internal controls are maintained and operations are efficient and effective;
  • Implementing financial performance indicators, performance vs. relevant industry benchmarks and providing commentary for internal and external reporting of Postal performance;
  • Provision of accurate financial statements and reports to the CEO for the Company’s stakeholders.
  • Maintaining an effective and accurate chart of accounts which, includes balance sheet accounts, business units, object accounts, project accounts, work orders for recording expenditure, revenue, assets and liabilities to meet statutory requirements and financial management needs;
  • Provides the monthly financial performance reports, quarterly financial statements and Annual Reports in accordance with SOEMD guidelines;
  • Managing cash flow policies and procedures and implementing & Managing Foreign Exchange Risk Mitigating Strategies;
  • Prepare the Company Budget and Leading quarterly budget performance reviews;
  • Contributing and assisting in ensuring that Company monthly, quarterly and annual financial objectives are met;
  • Overseeing the maintenance and updating of relevant databases, including MYOB financial system. registers, accounting records and files and maintaining relevant sections of SamoaPost Accounting Manual and other guidelines;
  • Maintaining good working relationships with other departments and clients (internal & external) of SamoaPost and
  • Supervising and providing on-the-job financial training and development for Postal cashiers as well as supervisors.

Administration

  • Provides management of SamoaPost Human Resources requirements, ensuring that policies remain current and employee records are updated.
  • Supervises the provision of legal services to the company.
  • Responsible for co-ordinating provision of insurance services.
  • Responsible for arranging provision of IT support services

Skills/Knowledge

Essential:

  • A commerce degree and membership of a recognized accounting body (Samoa Society of Accounts).
  • Strong financial background and proved experience in preparations of Financial Statements, Annual Reports in accordance with SOEMD reporting guidelines.
  • A Certified Public Accountant. (CPA)

Preferred:

  • High level knowledge of accounting practices, Government Corporations’ administrative, budgetary and accounting procedures
  • Advanced knowledge of databases, spreadsheets, word processing; and MYOB computerised accounting system.

Experience

  • Proven experience in managing and operating computerized accounting systems, preparing annual accounts and integrated computerized systems.
  • Proven experience with high understanding of accounting practises and financial statements and reports preparations.
